Else, a war sim is supposed to be at least partly logical, being based on a fictional universe doesn't mean that logic is fully scrapped. And, most fictional universes have their roots in the real world.
I've also been thinking of this possible rule change, specially for Indies : since, in most logical cases, Indies don't have access to really high tech and would rely on imports, maybe Indies could be allowed to buy (transfers) units not only from their main counterpart (I or R), but also from the other guy. And for all units, not only the common ones. Thus, NR could sell EWs and BWs to any Indie, and GE could sell TAs, TDs and MISLs to any Indie as well. This would recreate pretty much the relation of dependance that currently exists in the world (if you ain't the USA, Russia, France, or UK/Germany/Spain/Italia, you pretty much have to buy your fighters from one of these countries - thus a dependance relationship). Of course, NR and GE would only be allowed to buy units of their own base shipset (I or R) from an Indie, thus no ISDs for NR and no MC90s for GE.
Note : I'm making the NR able to sell to IPs, and the GE able to sell to RBs, so that an Indie faction can always choose its alignment. Of course, main problem is that battles would need two players for one side, but perhaps the seller might help in there.
