Villians that win are ace ;)

Personally I like villains with a humanised aspect, ones that are doing somthing for a believable reason that just conflicts with the majority vote (such as the North Korean duo in the last bond film for lack of any better examples right now) rather than doing what they do purely for evil purposes.

Actually, I can think of a better example now, looking back on the Alexander Trilogy by Valerio Massimo Manfredi, one of the generals of the Persian Empire, Memnon, a mercenary greek, is portrayed as Alexander's (our hero, though its rarely as clear cut as that since Alexander himself in this account does some fairly unheroic things) nemesis, but it portrays the two as simply battling over conflicting ideologies. I especially like the humanising impact that seeing the families of both characters in detail lends.
