Sun Tzu Class heavy cruiser

i finally found a good way to bring the secvond concordia to work.
it's now called the Sun Tzu class, named after the author of "art of war"(though the kilrathi claim it was written by a kilrathi)

it is an experimental design following the same idea as the bengal. instead of creating a carrier with the offensive capability of destroyer, the Sun Tzu combines ther firepower of a heavy cruiser with the carrying ability of a light carrier.
